Information on switching to 15-minute metering

According to the current schedule, Finland and Europe will transition to the 15-minute electricity market on 12 June 2025. On this page, you can find more information about this change.

15-minute metering and pricing in a nutshell

  • The 15-minute trading period will be adopted in the electricity market in Finland and throughout the EU on 12 June 2025 according to the current schedule. After the change, electricity consumption and production will be measured and priced in 15-minute periods. This means that you will be able to monitor your electricity consumption on a 15-minute basis in the future.

  • 15-minute metering always requires an electricity meter that supports it. Local network companies are responsible for replacing or updating the meters. We started the meter replacements in 2023 and will gradually transfer the remaining meters to 15-minute metering. All our customers will have 15-minute meters by the end of 2028, at the latest.

  • The change does not require any action from you.

Background to the change

The change is due to EU regulation, which obligates EU Member States to switch to a 15-minute imbalance settlement period. The aim is to harmonise the rules of the electricity market and to better balance electricity production and consumption. In particular, this is due to the new electricity production structure, which includes renewable energy and weather-dependent electricity production. The 15-minute periods improve the balancing of electricity production and consumption, which boosts the efficiency of the entire electricity system.

  • Delivery site = A place where electricity is used and measured, such as a house, apartment or business premises.
  • Network service contract = A contract between the customer and the electricity network company covering electricity transmission in the electricity network to the delivery site. Includes, among other things, the distribution fee.
  • Electricity contract = The contract that the customer enters into with the electricity supplier for the delivery of electricity to the delivery site. It determines, among other things, the price of electricity.

We started to transfer electricity meters to the 15-minute metering system in 2023. This means that some of the meters are already included in the 15-minute metering system. If your meter does not yet support 15-minute metering, it will work normally on an hourly basis until it has been updated or replaced.

In terms of the network service contract, 15-minute metering will not affect your invoice. For products subject to a power fee, we will continue to invoice our customers on the basis of the hourly average power.

15-minute metering can help you save money if you have an electricity contract where the price varies in 15-minute periods. This gives you the opportunity to benefit even more from the most affordable electricity price moments, for example through automation, as there are 96 price points within a day instead of the previous 24. You should plan your electricity consumption so that you use more electricity when the prices are at their lowest, for example at night or when demand is lower.

However, it is worth remembering that it pays to focus on longer periods with low average prices instead of individual 15-minute periods.

When your electricity meter supports 15-minute metering, your microgeneration netting will also switch to the 15-minute time resolution. In practice, this means that consumption and production are netted in 15-minute periods. In netting, the electricity you produce during the period is deducted from the electricity consumed, and only the difference between these is transferred to the electricity bill. Each 15-minute period can only have consumption or production. It helps to save on network service fees, electricity sales and taxes, as the company’s own production can cover a larger proportion of the billable electricity consumption.
